David grew up in Suffolk, Virginia to Grace Hicks Bullock and David C Bullock, Sr. His Father worked the railroads while his Mother owned and operated a beauty salon. Later, his Father opened a barbershop where young Dave operated a shoeshine stand. After graduating from East Suffolk High, Dave went on to Virginia State in Petersburgh, VA where he made a lifetime of friends and associates.

David & Donna Bullock met in New Jersey soon after his college days. They married in 1966 and enjoyed 53 years of marriage.

Dave has been one of the most dedicated lifetime members of his beloved Omega Psi Phi Fraternity, which he crossed those burning sands in 1962 with the Nu Psi Chapter at Virginia State. He was the 3rd line member of "The Clean 19". The brothers Dave made in this organization have lasted lifetimes as he and many others of his generation continued to inspire younger additions to the organization for decades. Dave was also a member of the Pershing Rifles.
