During many of those years he was stationed aboard the USS Ranger Aircraft Carrier. In 1963 Bob began working for the state of New Jersey in the department of personnel, division of examinations. He rose to become the director of examinations and lastly to the position of Deputy Commissioner of Personnel under Governor Thomas Kean until 1991 when he retired.

Bob was preceded in death by his wife of 46 years, Rosann Eliot Hartman, in 2002. He was also preceded by his parents, John and Eileen Hartman, his sister Eileen Carroll and his brother Michael Hartman. The family wishes to extend its sincere gratitude to the nurses, staff, and volunteers at the Infusion Center at Jupiter Medical Center in Jupiter, Florida. Thank you for your excellent care and kindness you always showed Bob over the years.

Bob was a devout Catholic and parishioner at Saint Ignatius Loyola Catholic Church in Palm Beach Gardens, Florida. He was a kind, caring and loving husband, father, and grandfather.
